Over the past two years, a diverse coalition of advocates, utilities, and policymakers have worked across lines of difference to develop this transformative proposal. At its heart is a simple but powerful idea: cap household water bills at no more than 3% of income, with a modest service connection fee helping to sustainably fund the program.
